Not entirely sure how old this is but it's obviously a few years old, i'm thinking circa 2004 judging by his mention of Kenneth Lay (died 2006) and Gephardt (rumored vice president candidate for John Kerry 2004). Also that PowerLunch logo (according to wikipedia) was used 2003-10-13 - 2005-12-16.
Throwing a wild guess out there, probably a promo for Anchorman (came out 2004), although it seems impromptu.
